Solid Builders
The subject property is identified as the Solid Builders Property. The subject site consists of a 1.8524-acre parcel of improved land, which contains one tin corrugated building. According to Miguel Fejeron, Solid Builders has been onsite since 1986 to 1987. The property is a post World War II Military Dock Area. The site also contains an access road and open areas for storage of containers and scrap metal. No documents regarding the site were available for review during the survey.
The site does not have a physical address but is located on Chalan Pale Arnold in Puerto Rico and is owned by MPLA and leased to Solid Builders, although the Bureau of Public Lands Permit has expired. The parcel is located in a proposed natural area district of Saipan, as illustrated in Figure 1 and can be accessed from a paved road. The site is bound by Clean Earth, Inc. on one side and container lots on the opposite side and Chalan Pale Arnold and Bastos Street on the other two sides.
The property is serviced by public water and public sanitary sewer system. No window air conditioning units were observed at the time of the site reconnaissance.
The site contains heavy equipment/equipment parts, scrap metal, tires and piles of construction debris such as reinforcing bars. A fuel oil tanker owned by the adjacent land occupant, Clean Earth, is located within the site. Solid Builders has been trying for the last year to have them remove the tanker. The tanker appears to be in good condition. There is one empty 1500-gallon diesel AST and several 55-gallon drums situated inside a concrete bermed area. The diesel AST is located within a concrete bermed area. It is unclear if the AST is located on the Clean Earth property, the Solid Builders property, or on both. During the site visit, a pool of black liquid was observed at the discharge side of the drain for this pad. Clean Earth mobile tankers are also present on site. Scrap metal and construction debris are found on site as well as tires. There is a drain from an AST and drum pad. Two new concrete tanks have been constructed on site. During site reconnaissance a black liquid pool was present. No pits, ponds, lagoons, junk cars, used oil, asbestos, lead, or UXO were observed at the site.
