Kintol Site (Lot 036 I 03)
The Jerry Kintol property contains an area of 3,747 square meters and is located in the southern village of Koblerville on the island of Saipan, CNMI. The Jerry Kintol property is part of the KV-1 groundwater contamination site located in the Koblerville area consisting of both public and private lands. The KV-1 site is currently still under investigation conducted by EPA Region 9 and DEQ to determine the extent of the groundwater contamination. EPA Region 9 is the lead agency in the investigation. The contamination was first discovered in 1991 when the Commonwealth Utilities Corporation was drilling a groundwater exploratory well in the area when fuel odor was emanating out from the bore hole (CNMI DEQ Isley and Kobler Well Study, 1995).
It is adjacent to a public land property where most of the groundwater sampling wells were installed for the KV-1 project. As part of the investigation efforts, two sampling wells were installed on the property. The investigation work at the KV-1 site is primarily focused on groundwater investigation activity and not much has been conducted to determine the presence of the contamination in the surface and subsurface soils in the Kintol property. The KV-1 site, including the Jerry Kintol property, is within the Kobler Airfield Formerly Used Defense Sites (H09CN011000) or FUDS (WCC, June 30, 1992). However, under the FUDS program a “no further action” determination decision was issued for the site by the Army Corps of Engineers. The only known use of the property dates back to the military time and is currently undeveloped and unoccupied. Pipeline structures, likely to be of military origin, were discovered in the adjacent public land during the investigation partially buried in the ground at the KV-1 site.
In April 29, 2011, A Phase I ESA was conducted at the site and the following RECs were found: Free-product petroleum hydrocarbons were previously documented in the KV-1 well located on the adjacent property to the east, Prior to installation and sampling groundwater wells during previous investigations, several pipes were uncovered near the subjected site. Soil vapor samples were collected in the vicinity of KV-1 and some polycyclic aromatic hydrocarbon (PAH) and total petroleum hydrocarbon (TPH) contamination were identified. The environmental professional recommended that further investigation is warranted to address the RECs for the subjected site.
