DLNR Fish & Wildlife Building
The subject property is located on Lower Base Drive in Lower Base, Saipan. The site is bordered by undeveloped wetlands to the south and east, and Lower Base Drive to the north and east. The site is situated approximately 80 feet east of the Tanapag Lagoon. The property has been leased to the Division of Fish and Wildlife (DFW), a division of the CNMI Department of Lands and Natural Resources, but is currently unoccupied. DFW leases and occupies Lot 094 E 01, which is located adjacent and northwest of the site.
Businesses and properties adjacent to the subject property include DFW, the former CUC Warehouse, old Sea Plane Dock (Seaman's Restaurant) and undeveloped beach property. A fuel transfer pipeline operated by CUC runs north-to-south along the western edge of the subject property. Aside from the pipeline, no buildings, structures, ASTs', USTs' or other improvements currently exist on the subject property. Based on the findings during a site reconnaissance, a mound of asphaltic emulsion tar (AET) was observed on-site. However, there was no evidence of migration of the AET, nor Unexploded Ordinance (UXO) or other explosive items or evidence of contaminant migration from off-site sources (APEC, 2008).
