CPA Proposed Commercial Site "Lot 028 K 11"
The CPA Proposed Commercial Site is located at Continental Drive, Airport/Dandan, Saipan, MP 96950 and is a 32 acre, undeveloped parcel owned by the Commonwealth Ports Authority (CPA). Previously, the property was owned by the Trust Territory Government which was established by the United States Navy after World War II. When the Commonwealth of the Northern Mariana Islands (CNMI) government was established in 1976, the property was involuntarily then turned over to the Mariana Islands Airport Authority, the predecessor of what is currently known as CPA, an autonomous agency of the CNMI.
The proposed CPA commercial site is located on a former military airfield known as Isley Airfield as shown on aerial photos dating back to 1945-1946 which looks to have been part of a former aircraft parking area. The location of the site is directly adjacent to another CPA property which was approved for a Phase I ESA in April, 2009. The CPA Buried Drum Site is a subset parcel of the CPA Proposed Commercial Site parcel as shown in the map on the left. The CPA Master Plan for the subject site includes commercial development for the purpose of generating revenue for the CNMI.
The Phase I ESA was completed in March, 2011. The following RECs were identified on the site: potential petroleum release at the adjacent CPA Buried Drum Site, TPH diesel and oil release, potential for unexploded ordnance at the site, sand-filled 55-gallon drums, and concern for chemicals used during the former use of the site.
Phase II ESA was conducted in February 27, 2012. The following RECs and contaminants were identified: Petroleum release at the adjacent CPA buried drum site could impact site, TPH as diesel and oil was released directly north of the CPA Proposed Commercial site at the Isely Airfield CUC Power Plant No.3, Approximately 20 sand-filled 55-gallon drums were observed on the subject site near the Japanese Hospital, During the site reconnaissance, a second area of sand-filled 55-gallon drums and other debris (glass bottles and scrap metals) was observed, and the site was previously used for servicing military equipment such as vehicles, tanks, and aircraft. Petroleum hydrocarbons and metals may have impacted soil at the site. As a result of the Phase II ESA conducted Benzo(a)pyrene and arsenic were the only analytes detected at concentrations above theresidential ESLs at the CPA Proposed Commercial Site. Benzo(a)pyrene was detected in one composite sample and one ISM sample from DU2 at levels exceeding the residential ESL. Arsenic was detected in surface soil at all five DUs at levels exceeding both residential and commercial ESLs and at levels exceeding the residential ESL in all five DUs for subsurface soil samples. Arsenic was detected in subsurface soil at DU1, DU2, DU4 and DU5 at levels exceeding the commercial ESL. Observed concentrations of arsenic at the subject site are likely natural background concentrations. The PAH benzo (a) pyrene was detected in the ISM surface soil sample collected from DU2, and earthen drainage swale located across from the CUC Power Plant No. 3 facility. Benzo (a) pyrene was not detected in the shallow subsurface soil sample collected within DU2.
Arsenic found in soil is likely natural background concentrations and no further action is recommended for arsenic. Benzo(a)pyrene found in surface soil sample associated with DU2, an earthen drainage swale across from the CUC Power Plant No.3 driveway, exceeded the residential ESL. The source of the PAH benzo(a)pyrene is either road runoff or runoff from the power plant facility across the street. Likely, leaking petroleum lubricant or fuels associated with automotive vehicles driving by the subject site contribute PAHs into the drainage swale during rain events. If the CNMI proposes to use the
property for commercial use the contaminants within DU2 pose no risk to commercial users. If the property is zoned for residential use or if the property is zoned for recreational use and sensitive receptors such as children are exposed at the site, then further investigation is recommended to delineate the extent of benzo(a)pyrene in surface soil.
